RMRA Emergency Notices from the Terrorist Attacks


The following notices, listed here in reverse order, were posted on this website from over the period from September 11th to the 13th 2001.



IMPORTANT NOTICE:

Wisconsin EOC Closed - 13 Sept 2001

The Wisconsin State Emergency Operations Center (EOC) will tentatively close at 4:30 pm today (Thursday Sept 13).
Wisconsin Emergency Management staff will continue to receive reports from federal response agencies (e.g., FEMA, NRC, FBI) and will monitor the situation in the event of future impacts to the state.

EMERGENCY NOTICE:

Wisconsin EOC Goes to Standby - 12 Sept 2001

Good morning everyone.
Effective immediately the WEM EOC hamshack has gone to Standby status with operators in an On Call status. Ham HF frequency will not be monitored.
Packet station WC9AAG on 145.610 MHz will be operational 24/7.

EMERGENCY NOTICE:

Wisconsin EOC Activated - 11 Sept 2001

The Wisconsin Emergency Management Emergency Operations Center has been activated due the terrorist acts upon US facilities.

The WEM EOC Hamshack will be monitoring HF frequency 3985 KHz LSB effective immediately. We will no longer be monitoring 3993.5 KHz LSB. Our callsign is WC9AAG.

The State Emergency Operations Center (EOC) in Madison was activated at 10:00 a.m. under the direction of Alan B. Shanks, Deputy Director of Wisconsin Emergency Management as a precaution and to act as a coordination point for information and state response activities. State emergency personnel immediately began making contact with county emergency management offices. The State EOC will remain active 24 hours per day until further notice.

With regard to the Wisconsin National Guard, we have increased our security precautions at all facilities including 3 airbases, 67 armories and other facilities in 63 communities throughout Wisconsin. As a matter of long standing policy, we will not comment on specific security measures in force or speculate on future actions.

1. EFFECTIVE 111400Z SEP 01, THE FEDERAL EMERGENCY MANAGEMENT AGENCY
(FEMA) IS ACTIVATING THE NATIONAL EMERGENCY COORDINATION NET (NECN)
IN RESPONSE TO THE EMERGENCY IN NEW YORK CITY WORLD TRADE CENTER.
2. THIS NET IS DESIGNED TO PROVIDE BACKUP COMMAND & CONTROL
COMMUNICATIONS LINK TO SUPPORT THE FEDERAL RESPONSE PLAN BY
PROVIDING FEDERAL EMERGENCY RESPONSE PERSONNEL WITH A COMMON HF
FREQUENCY TO MEET ON FOR THE EXCHANGE OF INFORMATION, COORDINATION
OF ACTIVITIES, AND TO REQUEST ASSISTANCE.
3. FEDERAL RESPONSE PLAN SUPPORT AGENCIES SHOULD DESIGNATE ONE OR
MORE HF RADIO STATIONS TO PROVIDE LIAISON BETWEEN THE NECN AND YOUR
AGENCIES COMMAND STRUCTURE. THOSE STATIONS SHOULD CHECK IN AND
MAINTAIN CONTACT WITH THE NET CONTROL STATION.
4. THE NET CONTROL STATION WILL BE FEMA'S 24-HOUR STATION, WGY-912,
LOCATED NEAR BERRYVILLE, VA AND WILL BE USING 5211 & 10493 KHZ USB

EMERGENCY NOTICE:

Amateurs Responding in Terrorist Attacks' Aftermath - 11 Sept 2001

Some Amateur Radio Emergency Service and Radio Amateur Civil Emergency Service organizations have initiated emergency nets and other activities in response to today's terrorist attacks. Other ARES and RACES groups in the New York City and Washington, DC, areas were reported on alert and standing by if needed. States of emergency have been declared in affected areas.

EMERGENCY NOTICE:

FCC, Federal Agencies Shut Down in Wake of Terrorist Attacks - 11 Sept 2001

The FCC has issued no emergency declaration nor other special instructions to the Amateur Radio community in the wake of the attack on the United States. The ARRL has advised amateurs to stay alert to instructions from localauthorities.

New York City-Long Island Section Emergency Coordinator Tom Carrubba, KA2D, said he's in the process of setting up a command channel on a linked repeater system that will cover the area from New York City into Long Island's Suffolk County.

Kenneth Goetz, N2SQW, reports New York State RACES is operational on 3.9935 MHz and 7.248 MHz handling emergency and governmental-type traffic. He asked amateurs to avoid these frequencies.

While no emergency nets are in operation yet, Virginia SEC Tom Gregory, N4NW, said all repeaters would be available as well as 7.243 MHz and 3.947 MHz on HF.

The FCC's Riley Hollingsworth today suggested that the amateur community remain calm but ready. He invited amateurs monitoring any suspicious radio activity to contact him, and he will relay relevant information to the FCC duty team. He advised monitors to tape such radio traffic, if possible.

Should a state of war be declared, Amateur Radio would not automatically be shut down. This requirement was eliminated prior to the Gulf War.
