SITUATION REPORT ON TERRORISM PREPAREDNESS/THREATS

SUBJECT:        SITUATION REPORT ON TERRORISM PREPAREDNESS/THREATS #1

The following is significant information we have received to date from the
state agencies.  I will provide written reports periodically to fill in the
holes from my oral briefings. 

AGENCIES REPORTING SIGNIFICANT INFORMATION

Wisconsin Emergency Management - New York Emergency Management Director has
requested from Wisconsin two staff members to assist with emergency
management and planning issues. Northeast Regional Director/Supervisor Rob
Rude and Southwest Regional Director Larry Reed will depart this weekend for
an approximate two-week stay.  Last week, New York joined the Emergency
Management Assistance Compact (EMAC).  Last year, WEM provided staff under
the EMAC system to help with the Montana wildfires.

On Wednesday, in conjunction with the DHFS and DATCP, we sent an advisory to
all county emergency management directors regarding the public and media
concerns of biological and chemical threats.  The advisory indicated that
there are no credible threats at this time and enhanced awareness is the
appropriate response. 

Department of Military Affairs - Most units are in Force Protection
Condition Bravo.  There have been no identified threats against Wisconsin
National Guard personnel or facilities.  However, appropriate security
measures are in place.

No Wisconsin Air or Army National Guard units have been called for federal
mobilization. Governor McCallum ordered activation of the Guard to provide
security at the Milwaukee, Madison, and Green Bay airports.
 
Department of Health & Family Services - The Department of Health and Family
Services, Division of Public Health, continues its heightened surveillance
activities to monitor for unusual events in Wisconsin communities that may
signal the use of chemical or biological agents. These increased
surveillance activities continue to be in effect as the result an alert
issued by the Centers for Disease Control and Prevention on September 11,
2001.  

Public Service Commission - At your direction, Secretary Bie has sent
letters to Wisconsin utilities requesting that they attend a meeting with
PSC and WEM Administrator Gleason on October 3 in our Emergency Operations
Center to discuss their security concerns. 

Department of Natural Resources - The DNR Bureau of Law Enforcement has
corresponded with FBI counterterrorism personnel regarding whom to contact
in the Department if they wish information on suspicious activities within
our state.  All information coming from DNR will be coordinated through WEM.

DNR is looking at developing security measure protocols in the event of a
heightened level of awareness.  DNR has also provided information to
employees on stress and grief counseling.  

Department of Veterans Affairs - The Department has undertaken a detailed
review of security plans and procedures at the central office facility, both
veterans homes, and claims office co-located with the Federal VA Regional
Office in Milwaukee.  The Madison Fire Department is conducting an
inspection of the Mifflin Street facility on September 27.  The Department
will be conducting a fire evacuation drill and tests and training on the
duress alarms during the month of October.

Office of Insurance Commissioner - On Monday, Commissioner O'Connell and
Deputy Commissioner Blumer participated in a conference call with National
Association of Insurance Commissioners regarding the terrorist attacks and
their effect on the insurance industry.  Wisconsin chairs the group that
will develop a survey to insurers. The survey will analyze the financial
impact to insurers and measure their ability to perform.  Wisconsin also
serves on the committee that will evaluate legal issues that arise out of
the attacks on September 11, 2001.
