Attached is the new hamshack activation plan.

Please note that the EMERGENCY/DRILL e-mail address is to be used ONLY during drills or actual emergencies. Any incoming or outgoing messages from that e-mail address automatically send a copy to the EOC Message Control computer for achieving. This e-mail address is not for chit chat traffic. A copy of the plan is included below for those that cannot read MS Word or txt type messages.

WEM Amateur Radio Liaison/State Ham Shack Manager


In case of a national or state emergency, the following Activation Plan will
be implemented, upon the request of the Administrator, Wisconsin Emergency
Management, or the WEM Duty Officer.

1) The ham shack callsign for all modes is WC9AAG.
2) Upon activation, Sam Rowe, KG9NG, will coordinate the staffing of
   the ham shack. ARES/RACES/MARS volunteers will operate the ham shack.  HF
   radio operator support for the Wisconsin National Guard will be coordinated
   through the WEM Communication and Warning Officer.
3) Radio frequencies will be monitored according to the following schedule:
   a) HF:
      i)   1200 Z - 2400Z
           (1) Voice: 7250 kHz LSB Primary, 7245 kHz LSB (Alt) 
               PACTOR: 7087 kHz USB
      ii)  2400 Z - 1200 Z
           (1) Voice: 3993.5 kHz LSB Primary, 3975 kHz LSB (Alt)     
               PACTOR: 3560 kHz USB
      iii) HF voice frequencies will be adjusted for changing band conditions.       
   b)      VHF voice repeaters:
      i)   Madison: 147.150 MHz (PL 123.0)
      ii)  Baraboo: 146.880 MHz (PL 123.0)
      iii) Manitowoc: 145.190 MHz (PL 107.2)
   c) VHF packet - 24 hour operation:
      i)   145.610 MHz ARES packet frequency
           (1) Mail: wc9aag@wc9aag.en53ja.wi.usa.noam
           (2) Node:  ARWEM
   d) UHF/6M voice:
      i)   Southern Wisconsin Repeater Group
           (1) Madison: 443.400 MHz (PL 123.0)
           (2) N. Freedom:  443.675 MHz (PL 114.8)
           (3) Ft. Atkinson:  53.090 MHz  (PL 103.5)
      ii) UHF Backbone Network   -   Baraboo:  443.900 MHz (PL100.0)
   e) Emergency bulletins, frequency updates, situation reports, and the like will be
      disseminated using the HF Badger Emergency Network (BEN):
      i)   Primary: 3985 kHz LSB   Alternate: 7283 kHz LSB
